Yulia Donnichenko, a Ukrainian minor guardian, has been investigated for violence, aggravated threats, extortion, and attempted extortion. She allegedly abused her powers as a guardian to force minors to return to Ukraine and demanded money from Italian families to facilitate the arrival or adoption of Ukrainian children. The stories of frightened children being forcibly repatriated to Ukraine have been reported by the media, while the Italian government has remained silent.
